Thermo modernization of objects: Public Junior High School No. 2, Public Schools Complex No. 4 and Primary School No. 6 in Świnoujście



                             

Final report on implementation of the Project „Thermomodernization of buildings: GP No. 2, ZSP No. 4, and SP No. 6 in Świnoujście”

Nearly 15.5 thousand square meters of buildings in three schools - Public Secondary School No. 2, Public Schools Complex No. 4 and Primary School No. 6 - underwent a thorough thermo-modernization. Despite thermal insulation of walls with elevation of the buildings, there were also replaced windows and doors. Modernization was also undergone a central heating installation. Central heating installation was modernized, as well.

Improvements in working conditions at our schools started several years ago from building sports fields and playgrounds at these facilities – says Janusz Żmurkiewicz, the Mayor of Świnoujście. – Thermomodernization of buildings is the next step in the process. It was possible to implement such a large investment comprising three schools at the same time thanks to external co-funding. The foundation for receiving the funds, in turn, is thanks to works done by employees of the Department for External Funds of the City Hall, who prepared a very good grant proposal.

GP 2, SP 6 and ZSP 4 school buildings were built in the 60s and 70s of the twentieth century. Thus, they did not meet current requirements stated for building thermal protection. Thanks to the works done, the Energy efficiency of these facilities has been significantly improved, which is translates not explicitly into financial savings, but also into convenience of students and staff.

Implementation of the „Thermomodernization of buildings: GP No. 2, ZSP No. 4 and SP No. 6 in Świnoujście” project started in July 2015 and ended in April 2017 (19.04.2017 – operational ending, 28.04.2017 financial ending).

The project was made possible thanks to funding received from the Financial Mechanism of the European Economic Area (FM EEA) under the operational programme PL04 "Energy Saving and Promoting Renewable Energy Sources". The Program Operator was the Ministry of Environment, acting on behalf of the National Fund for Environmental Protection and the Economy in Warsaw. The National Fund for Environmental Protection and Water Management seated in Warsaw – on behalf of the Ministry of Economy - was acting as the Programme Operator.

Tasks implemented under the project:

  • thermomodernization of buildings at three schools: GP No. 2, ZSP No. 4 and SP No. 6 was made using polystyrene insulation, polystyrene mineral wool and granular mineral wool products for building partitions (including, external walls, basement walls, full and ventilated floors, underground walls) with a total area of 15,400.3 square meters;
  • modernization/ replacement of door joinery – 22 pcs. with a total area of 97.44 square meters;
  • modernization/ replacement of window joinery – 50 pcs. with a total area of 31.8 square meters;
  • modernization of internal installations – central heating (DHW) – 3 units.

As a result of the investment, the overall objective of the project was achieved, namely the improvement of Energy efficiency for buildings by reducing or avoiding the emission of CO2 [Mg per year] in the value of 973.83 units.  

The total cost of the project was PLN5,311,651.07, including eligible costs of PLN 3,583,948.50. The total amount of the grant awarded: PLN 2,867,158.60 (80% of the eligible costs). In the project were also covered the costs of remunerations for investor supervision, promotional and information activities.



On 5/15/2015, the city of Świnoujście commune concluded with the National Fund for Environmental Protection and Water Management a financing agreement pertaining to the project entitled, "Thermo modernization of objects: Public Junior High School No. 2, Public Schools Complex No. 4 and Primary School No. 4 in Świnoujście", within the framework of the EEA Financial Mechanism 2009-2014, PL 04 Program "Saving Energy and Promoting Renewable Energy Sources".

Through the EEA and Norway funds, Iceland, Liechtenstein and Norway support leveling of social and economical inequalities, and improvement of mutual relationships with beneficiary states throughout Europe. Three countries cooperate closely with EU, based on the Agreement on the European Economic Area (EEA Agreement).

Between 2009 and 2014, value of the EEA and Norway funds reached 1.79 billion euros. Norway provides about 97% of total financing. The funds are available for non-governmental organizations, research institutions and higher schools, public and private sectors in 12 new EU members states, as well as in Greece, Portugal and Spain. They embrace wide cooperation with entities from donating countries, and the undertakings may be implements to 2016.

The most significant support areas comprise of environmental protection and climate changes, studies and grants, civil society, health care and support for children, sex equality, justice and cultural heritage.
